Mid-level skilled foreigners (e.g. technicians) who wish to work in Singapore may apply for an S Pass. Applicants will be assessed on a points system, taking into account multiple criteria. S Pass applicants accumulate points based on how far they meet the criteria. As a general guide, these criteria can be broadly described as (for illustrative purposes only):
1. A minimum fixed salary of $1,800
2. Educational qualifications
- A degree, diploma
- Technical certificates can be considered. These are, very broadly, courses that train the applicant to be a qualified technician or specialist in their chosen field. The certification should comprise of at least one year of full-time study.
3. Type of job (e.g. professional, specialist or technician)
4. Number of years of relevant work experience
Work Permit holders who wish to apply for the S Pass must ensure that they meet the above requirements. Quota: The number of S Pass holders a company can employ is usually capped at a quota of 25% of the company’s total workforce Dependant’s Visa: S Pass holders are only eligible for to obtain dependant’s visa for their direct family when their basic salary is at least S$2,500 per month.
Training Pass is for those are can either for executive who is going for intra transfer from head office to Singapore office or for student in his/her undergraduate study coming for internship. There are 2 types of training passes available: 1. Training Employment Pass The Training Employment Pass is a type of Singapore work visa that permits foreign trainees to work and live in Singapore for a period of between 6 – 12 months. This visa is suitable for intra-company training where the head office sends foreign employees to Singapore for training or for foreign students doing their internships 2. The Training Work Permit is for semi-skilled or unskilled foreign trainees undergoing training in Singapore for up to six months. It is also applicable for foreign students studying in private educational institutions in Singapore. Employers hiring Training Work Permit holders will be charged a levy. Please note that the following foreign trainees will not qualify for a Training Work Permit:
- Foreigners on Short Term Visit Pass for Social Purposes (excluding Malaysians)
- Foreigners paid a monthly basic salary of more than $2,500 and/or hold recognised tertiary or professional qualifications
The Training Employment Pass would instead be applicable for these foreign trainees. Documents need for the application of the above two types of permits as spelt out below: For 1) Training Employment Pass Application Form i) A detailed training programme stating:
- Objective of training
- Type of training
- Location of training
- Duration of training
ii) Applicant’s educational documents# iii) Photograph of the applicant (passport-sized and taken within last three months iv) Personal particulars page of applicant’s passport/travel document Important information: Applicants who hold non-English documents or certificates are required to submit a copy of the original papers and the official English translation certified by the respective embassy. For 2) The Training Work Permit application form is required for manual applications. i) A letter from the local employer stating:
- That the foreign trainee is an employee of the local company during the training period in Singapore
- The training purpose and duration
- That the local company will be responsible for repatriating the trainee back to the trainee’s home country once the training is completed
ii) For trainees who are employees of a foreign company, the letter from local employers should also include:
- The relationship between the local and overseas companies (e.g. subsidiary, associate, joint venture, customer, sub-contractor, etc)
- Documents to show the relationship between the local and overseas companies (e.g. annual reports, tax invoices, contracts, etc.)
iii) Foreign students studying in private educational institutions in Singapore should produce a copy of their student pass and a letter stating:
- Field of study
- Course duration
- Course registration date and expected graduation date
- That training is part of the course requirement
- Required training period
Important information: Applicants who hold non-English documents or certificates are required to submit a copy of the original papers and the official English translation certified by the respective embassy, University/College.
University undergraduates and graduates aged between 17 and 30 years old may apply for the Work Holiday Pass (WHP) to work in Singapore for up to six months. Applicants must be resident and full-time students of the university. Students who have gained admission to the university but have not commenced their studies may also apply. The Work Holiday Programme (WHP) is applicable to students from these countries/territories:
- Australia
- France
- Germany
- Hong Kong
- Japan
- New Zealand
- United Kingdom
- United States
The WHP also welcomes applicants from the following:
- Institutions as listed on the following sources: - The Australian Government – Department of Education, Science and Training - The French Ministry of National Education (Public Universities) - The French Ministry of National Education (Private Universities) - The Studien – & Berufswahl Online Service - The Government of Hong Kong Special Administrative Region, Education Bureau - The Ministry of Education, Culture, Sports, Science and Technology for Japan (National, Public and Private Universities) - The New Zealand Qualifications Authority (Universities) - The New Zealand Qualifications Authority (Polytechnics) - The Department of Education and Skills for the United Kingdom - The Institute of Education Sciences (US Department of Education)
Work Holiday Pass holders are allowed to work and are not restricted to only specific types of work. However, existing licensing, registration or accreditation requirements (e.g. medicine or law) will apply. Since this is a short work stint, there would not be any minimum salary requirement. These documents and information are required for the Work Holiday Pass:
- A letter from the University/College stating the applicant’s matriculation, name, nationality, gender and date of birth
- A copy of the degree certificate or transcripts (for graduates only)
- A copy of the personal particulars page of the applicant’s passport/travel document
Important information: Applicants who hold non-English degree certificates, transcripts or letters from the University/College are required to submit a copy of the original papers and the official English translation certified by the University/College.
Overview The Employment Pass Eligibility Certificate (EPEC) allows foreigners to stay in Singapore for up to one year to facilitate their job search in Singapore. Successful EPEC applicants are required to apply for a one-year Visit Pass from the Immigration and Checkpoint Authority (ICA) to allow them to stay in Singapore. This certificate is not a work pass and does not allow the holder to work in Singapore. The EPEC is issued on a one-time basis and is non-renewable. Upon securing employment, the foreigner is required to apply for the relevant Employment Pass. Only after the Employment Pass application has been approved that the foreigner can only start work in Singapore legally. Eligibility Foreigners who wish to apply for an Employment Pass Eligibility Certificate must fulfill one of these requirements:
- Possess university qualifications that is acknowledged by the Singapore governing body.
- Be a current or former holder of selected skilled migrant visas
Documents Required
- Certified true copy of tertiary academic qualifications, transcript or professional qualifications
- Copy of a skilled migrant visa (if applicable)
- Photograph of the applicant (passport-sized and taken within last three months)
- Personal particulars page of applicant’s passport/travel document
Please note: Applicants who hold non-English documents or certificates are required to submit a copy of the original papers and the official English translation certified by the respective embassy.
The Work Permit (WP) is for foreigners who:
- Want to work in Singapore; and
- Earn a monthly basic salary of not more than $1,800.
- Who are from an approved source country (depending on the sector which the worker is going to be employed in). Workers from North Asian Sources/Non-Traditional Source/People’s Republic of China NAS: North Asian Sources – Hong Kong, Macau, South Korea and Taiwan NTS: Non-Traditional Sources – India, Sri Lanka, Thailand, Bangladesh, Myanmar, Philippines, Pakistan PRC: People’s Republic of China Foreign workers from NAS/NTS/PRC cannot be in Singapore when their WP applications are being submitted.
- All foreign workers must be at least 16 years old at the time of the application.
Under the Employment Act, the minimum age for an employee is set at 16 years old. This condition is applicable to both local and foreign workers. For the purpose of Work Permit application, Malaysians must be below 58 years old while non-Malaysians must be below 50 years old at the time of the application. A prospective employer must first apply to the Controller of Work Passes for a WP before employing a foreign worker. An employer who wishes to employ a Malaysian who already holds a valid WP in Singapore must apply for a separate WP:
- Upon approval, the new employer will be issued an In-Principle Approval (IPA) letter stating when the new WP should be collected; and
- The existing employer must cancel the worker’s existing WP on or before the scheduled date of WP collection.
