The Entrepreneur Pass (Entrepass) is a visa that permits foreigners to work and stay in Singapore for a period of up to 1 year. This visa is most suitable for foreign entrepreneurs who intend to establish new businesses in Singapore. Entrepass holders can travel in and out of Singapore with ease and minimum hassle at the Singapore immigration. In addition, this Entrepass is renewable on a yearly basis so long that the criterions outlined by Singapore’s Ministry of Manpower are met sufficiently.

Key Considering Factors:

1. Does the applicant has a viable business plan?

2. Do the applicant has S$50,000 as a paid-up capital for the new business?

3. Is the applicant willing to spending S$100,000 for the first 12 months of the business?

4. Is the applicant willing to hire 2 local Singaporeans within the firs 12 months?

To be eligible for this visa, the applicant must:

1. Register a private limited company with at least S$50,000 paid-up capital

2. The company must be new and registered in Singapore only for not more than six months at the point of application

3. The company must be new and registered in Singapore only for not more than six months at the point of application

4. The proposed business venture must be of entrepreneurial nature and applicants must submit a 10-page business plan stating clearly the business goals and objectives

So long that the proposed business has a viable business model and sufficiently meet the stated requirements, the chances of getting this pass is success is very high

The following documents are required for all Singapore EntrePass applications:

  • The EntrePass application form
  • Two copies of your educational certificate
  • Two passport-size photographs taken recently
  • Two copies of your passport details
  • MOUs or contracts with potential clients for the new business, if any
  • A well-drafted, 10-page business plan detailing business goals and objectives*
  • Brochures, press releases, or any other business collaterals from previous or existing business ventures*

Application Procedure

Once we received all the required documents from you, we will submit all Employment Pass applications electronically to Ministry of Manpower as the time needed for the online application process is shorter. This will also mean that you will learn of your application outcome sooner.

Timeline and Processes

MOM generally takes a period of 4 to 6 weeks to process an application because the approval process for all EntrePass applications is more stringent and complex. This process will also be delayed if MOM requires further clarifications from the documents submitted. Once your application is approved, the Ministry of Manpower will issue an In-Principle Approval (IPA) letter via email. This IPA letter is valid for 6 months from the date of notification of approval and must be produced upon the collection of the EntrePass at the Work Pass Division at Ministry of Manpower. In addition, you must register your company with the Accounting and Corporate Regulatory Authority of Singapore within 30 days upon the receipt of the IPA. To collect your EntrePass, you may have to present the following documents:

  • A copy of the IPA letter
  • Passport size photo
  • Original passport with the entry embarkation cards
  • Medical exam report* (if the IPA states that you require one)
  • Any other documents that are requested in the approval letter

Once you submit the documents of a new company registration and proof of paid-up capital (minimum of S$50,000) for the new business, MOM will issue you a final approval letter. With the receipt of this final approval letter, you will be given up to 6 months to relocate to Singapore and start your company operations. Your IPA letter will include a single journey entry visa in to Singapore. Upon your arrival in Singapore, we will make an appointment with Ministry of Manpower on your behalf for finger printing. Upon completing the procedures, your pass will be ready in 4 working days. You may collect the pass at Ministry of Manpower personally or authorize our One Visa Consultants to collect your Entrepass on your behalf. Renewal of Entrepass The renewal of EntrePass is based on meeting the requirements stipulated by Ministry of Manpower. Your business venture must demonstrate that it meet the employment requirement of a minimum number of Singaporean or local workers within the given one year period and with a Total Business Spending as how in the table below:

Company must demonstrate a TBS** of S$300,000 over the past 12 months

P2

Company must demonstrate a TBS** of S$150,000 over the past 12 months

Q1

Company must demonstrate a TBS** of S$100,000 over the past 12 months

P1, P2 and Q status EntrePass holders are eligible to apply for Permanent Residency in Singapore. There is no designated waiting period. However, applicants are required to submit 6 months of salary record, and preferably your certified IRAS tax assessment. Therefore, you should plan your application at least 6 months ahead. Rejection of Application In the event that your EntrePass application is rejected and based on the reasons provided by the Ministry, One Visa will submit an appeal that addresses the issues outlined by the ministry and also assist in compiling all necessary documents, if any, that they request for. The Ministry of Manpower will usually take a minimum of three weeks or more to review any appeal. Passes for Family Members All Employment Pass holders can apply for Dependant Pass and/or Long-Term Visit Pass for their family members. However, eligibility of different passes apply.
