From 1st July 2011 onwards, the Singapore government will raise the minimum qualifying monthly salary of Employment Pass (EP) holders and S-pass holders.
The qualifying minimum salaries of the different passes are as follows:

| P1 (EP) | Professional, Managerial, Executive or Specialist jobs | $7,000 | $8,000 |
| P2 (EP) | Professional, Managerial, Executive or Specialist jobs | $3,500 | $4,000 |
| Q1(EP) | Professional, Managerial, Executive or Specialist jobs | $2,500 | $2,800 |
| S Pass | Mid-level skilled workers (i.e. technicians and retail executives) | $1,800 | $2,000 |
Companies in Singapore will now have to be more selective in hiring foreign talent who can contribute to the economy. In addition, the S Pass levy will be raised by between $190 and $300.
Meanwhile, for existing EP and S Pass holders who do not meet the above newly set minimum salary threshold, their employers will be given a one-time renewal of up to two years to meet the salary thresholds.
According to Mr Gan Kim Yong, Minister of Manpower, Singapore cannot close its doors to foreign talent as they continue to be critical to Singapore’s economic growth.
